I asked Paypal support if I can withdraw funds/money from paypal to my dollar bank account. Here is their answer;

Thank you for contacting PayPal, my name is Angeli and I am happy to
assist you today.

PayPal is not able to support a bank account denominated in U.S. dollars
that is not located on U.S. soil. This is because all funds are
converted to your local currency before they leave the PayPal system.
You can only register your local bank account if it is denominated in
your local currency, or a U.S. Bank Account from a branch located in the
United States, denominated in U.S. Dollars.

Please note:

* A U.S. Bank Account that is added to your PayPal account can be
used for withdrawing funds
* A U.S. Bank Account that is confirmed can be used for Instant
Transfer, eChecks and to add funds to your PayPal account.
